Collect Taxes is the most basic cycling Vespitole action; it costs four gold maxed and gives one back on play. It can help provide a small trickle of gold for a low-cost Vespitole rush deck to hit midrange card costs without giving up tempo; it also ties as the cheapest cycler, which means it supports decks with action win conditions like Wrath of God or Miracle well; it's cheap to buy out of the bank to keep it from rotating options out, and cycles to allow the user another shot at the draw. It's also worth noting that Vespitole has powerful gold outlets; Taxes to help defray the costs of Bribe, Guild, or Synod isn't a terrible choice.

The main problem facing Taxes is that it's an inefficient deck choice no matter what direction it's considered in; Fief costs less than twice as much for precisely twice the benefit, for example. Sybilline Scrolls costs the same but offers triple the filtering in exchange for a measly gold, which gives you better deck manipulation. Serf is cheaper in the bank if your goal is just to thin the bank out, and cycles almost as often, given how easily it's killed. If all you want is a cheap cycling action, Courtly Intrigue offers a touch of quick board control at the same price, something Vespitole desperately needs.

These things considered, Taxes will only fill a worthwhile slot in your deck if you both have a strong gold outlet, powerful cycling actions, and board control from some other source, as the investment Taxes represents will hurt your tempo.
